He sounds unrealistic, unreasonable and unprofessional. The idea that practice is a bad thing is completely idiotic. It's always a touchy situation though. I don't know about his relationship with the other band members, if they are life-long friends or found each other through a classified ad. Personally I would call him on his ultimatum. Put him in charge of securing quality gigs. He'll soon find out that the quality gigs go, in most cases, to quality bands. If he's willing to swallow some pride and admit that he is a sub-par bassist he might be open to putting more work into it, but I doubt it. I would say it's time for a band meeting.

He's a long-time friend of the singer/guitarist/songwriter. I'd thought about putting him in charge of gigs, but I know what will happen. He'll make an occasional phone call, book nothing, and cancel practices because we have nothing booked. Funny thing about him being a sub-par bassist is that he joyfully embraces his status as a mediocre bass player. He sees his value being the punk spirit of the band. Cute: an overweight, 50+ punk godfather -- just what we need.

A a guy who hit LITTLE BUT hitty notes back in the day, I can assure your ba player that energy and enthusiasm are not all you need. Last year, I played some of my old studio recordings, knowing that they'd be a little hard to listen to, but shocked at how EXTREMELY hard they were to listen to. I had assloads of enthusiasm and youthful idealism, but, honestly, that's nowhere near enough.
