I believe you need to be a prefect in order to issue detentions and as the Slytherin Prefect I can assure you that you have no authority whatsoever to issue anyone with a detention.

Might I suggest issuing Millicent with a detention for causing two students a lot of hassle and aggrovation? I was doing positively well in potions until she spilled my ingredients all over the floor...
