How intellectual is the kid? You could go with the Proust Jr. journal set, or the lil' Liebnitz blackboard kit. But foamy flying things of the nerf variety can be fun and safe for a relatively well-adjusted 4 yr old.

We don't have them, but I know K'NEX kits are really popular with four-year-old boys.

PS: Playmobil kits like the pirate island one are great and there's always Legos. Elias also enjoys dinosaur figurines, knight figurines, etc. Good luck!
