my living in Japan experience is now officially complete

got cruised by NHK asking me to pay. since the last time I watched tv was what, 9 months ago? I don't feel bad feigning confusion.

what is NHK, that they would ask you to pay... and pay for what?

National...something, something. They're responsible for the majority of the programming in Japan. Technically, everyone is supposed to "donate" some money to keep it running. A large proportion of the population doesn't pay though, even those that do watch.

Ryan, my brother, got harassed by phone over not paying the BBC license. He and his fiance do not own a TV. The UK folks told him they might drop by any time of any day to check on them. They also drive vehicles around marked as TV detectors and claim they can tell who has a TV. As far as he's concerned, it's all intimidation.
