A bit more research has uncovered that the correct pennywhistle for my needs would be an E tin whistle. That has the correct range of notes to play 'Thrift Shop' (if anyone was wondering). Again, it's *4 notes* - not exactly an impossible song to learn! Fast, though, so it would take a lot of practicing.
For the D tin whistle that I have, there are plenty of available songs to learn. 'Country Roads' turned out to be way too high and squeaky, so that is going to be saved for later. My new song to work on is "Scarborough Fair", because that is perfect :)
