I haven't heard anything about that and I'd be really shocked if it were true.

Oh, it's true. Join the http://news.livejournal.com/ community to see updates from LJ staff.

They clarified what "inactive" means -- accounts that haven't been logged into for over 2 years. And they'll be sending a notification email to those people before purging them. So, not a big deal.
