Well, I am "out of Asia." I'm in Europe, silly. ^_~ I am coming back to North America on the 23rd of July, so you'll just have to wait until then for the second half of your comment to come true.
You are correct: most other nations are more strict with their language requirements. Typically Europeans speak more than one language because their nations are so small and they deal with a great deal more nations personally then, say, the Americans'. It is not that we aren't disciplined, just that we have less of a need to learn another language: English is the international flight language as well as one of the international diplomatic languages. So we have it made, although we should learn more languages. That's just my opinion and shameless plug, though.
I can read the Cyrillic alphabet, though, so I can read everything here in Russia; I just have no idea what it means.

I mean, there are things I can speak in German and not understand but that's because I know how to speak the alphabet. Do you mean that you can recognize only certain words?
Well, look at it this way, I'm using a Russian computer right now, where many of the prompts and text are in Russian. I'll use buttons from livejournal to prove my point. In Russian one says "Добавить комментарий" which Romanized says "dobavit kommevtarii" or something to that effect. Now, I have no idea what that means, although I can speak it and pronounce it correctly. Only because I know the interface of livejournal do I know that that phrase should mean "post reply." See what I mean?
