You can't necessarily put a background image on Livejournal...not unless you pay for your account. But there are overrides you can use. To put a picture, like for example on my journal, above your stuff you'll have to use an override

Hey yo Dave. This is Jamie. Uhm, if you want like, a lot of information on how to do things with your journal you can go here: http://www.livejournal.com/users/howto and theres a lot of stuff on there about how to customize your journal, sometimes it has to be a paid account, but you can still do a lot of stuff without having a paid account. Its confusing at first, but you get the hang of it. I don't know how to merge overrides, but I just use the background image override and it has almost everything I want on my journal there.
If you want me to make you a layout or anything, I will.
I would put the override in this comment for background images but it would probably be too confusing so it would be better to go to that site I gave you up there^^^^
