so my neighbours are weird. people in my building use the fire exit to go to the back garden, which i dont really agree with since the stairs are right outside my kitchen door and people look in all the time. And yeah, you have some weird-ass neighbours. The fridge thing is very dangerous - it's a fire hazard for one thing (for the fact that (a) it's blocking passage on a fire exit, and (b) the whole water+electricity=fire). Is there anyone you could report them to?
I also have dodgy neighbours - nothing dangerous really, but their kids are little vandals who quite regularly set fire to the rubbish bins.
