I'm not sure I get it. Urban-industrial wasteland populated by wandering dysgenic creatures who take solace in the TV despite the fact that it constantly warns that it will eat their soul?

Real artists within the music industry today, if they actually want to make a career of it, have to in some way “sell out”; so I think a lot of this video (and the song, and other songs) is over-stylized to appear “cool” for commercial reasons, while the actual meaning is symbolically codified. Having said that I think your assessment is right. That’s the simple part. The rest of it is sort of like how you need to read of lot of Nietzsche in order to understand just one of his books. For instance: the face. The grinning, lightly bearded man with a ponytail is in fact a distorted face of the composer, Richard D. James. This is a common leitmotif:

When asking why, several reasons can be derived. All agents bearing James’ face are aggressive, authoritative and disturbing, while his victims are weak, innocent or imbecilic. Could this mean… Let us acknowledge unprejudicedly how every higher civilisation hitherto has originated! Men with a still natural nature, barbarians in every terrible sense of the word, men of prey, still ( ... )
