Lists are good. You can set a lot of individual actions to either include/exclude specific lists. You can also filter your news feed to only show specific lists (helpful if you have many prolific posters). You can also un-tag any photo you're tagged in and once you've untagged it, it can't be re-tagged unless you re-tag it.
I have a personal policy for photos I post with people in them, say from a gathering, where I only make the photos visible to the people in them. If they say they're cool with other people seeing them, then I open it up to the general "friends" setting, excluding a few lists (e.g. my work colleagues don't need to see photos of me and my friends in the jacuzzi).
