Effective, yes. Great? Probably not, at least in my definition. He was a succesful mediator, and idea generator, but he failed in converting objectors into followers. He was good at getting things done, but did not reach beyond effectiveness, particularly domestically.

The primary negative thing most people I've talked to had to say about Clinton dealt with the Monica Lewinsky scandel...I'm bad with politics, so I know there must be more, but this is still the primary one I hear. If the worst thing people are going to remember about him is that he got a blowjob....

The budget surplus greatly affected your life, whether Bill Clinton personally drove a new Ferrari to your house and tossed you the keys or not.

I understand: out of sight, out of mind.
Whether you choose to acknowledge it or not is moot. Fact is he helped you.
