...I could almost understand it if "the way budget numbers look on paper" were a concern, but then...why not just have the old department "pay" the new department? The money's already been spent anyway...
The old department did pay the new department for the new system. They also paid the new department for us to move over. A whole lot of money was spent to rebuild the exact same thing that they had already paid for internally.
That isn't really the reason it happened though. It is more about NIH syndrome.
