I found out in May that the categories tend to overlap. I would go for either just genre or pairings, as it's hard to know if a story should be "Gibbs/Ducky" or "humor" for example. Or allow a story to be rec'd twice.
Also, I would suggest you put the categories into memory folders and start putting the recs in the folders. As the community grows it gets harder and harder to check to see what was rec'd before.
Now that I have a little bit of time, I'm planning on going through and finishing the tagging and memories over the next few days. (Thanks for the reminder though.)
As far as the overlap, I think that would happen even if we went based on strictly genres. You are going to have stories with multiple elements all the time. If there is a story that is Gibbs/Ducky and Tony/Ziva you may have two separate folks signed up for the categories. They're going to be bound to bump into each other with such a small fandom.
However, once the story is put into memories, if it's clear by the labeling that it would fit into both categories, it will be memoried under both.
