So, in canon, Emma is a pretty powerful telepath, obviously in Bete Noire her abilities are limited to the city any the farther away a character is from her, the weaker the connection is. Now, obviously, there are going to be some characters whose minds she won't be allowed to read and the excuse will probably be that some magic within the city

He's really quite used to having his good friend Oxford (also a telepath) nosing around in his mind every now and again and Cambridge has always prided himself on being a very honest person - but he won't be very impressed if he realises she's snooping around without at least asking permission.
