So, in canon, Emma is a pretty powerful telepath, obviously in Bete Noire her abilities are limited to the city any the farther away a character is from her, the weaker the connection is. Now, obviously, there are going to be some characters whose minds she won't be allowed to read and the excuse will probably be that some magic within the city

Can Emma use telepathy on your character(s)? Yes, but. Some's brain's a bit strange, and things tend to come through muddled. I use wordclouds to express it.
Can she read your character(s) surface thoughts, if they're apparent in bracket tags? As a wordy muddle, yes.
Can she, if it comes up in game, read your character's deeper thoughts? Probably pick up more on emotions than specifics for this.
If this is a yes, is there anything big and glaring it would be impossible for her not to notice when diving into your character's mind? (for example, any intense trauma) The aforementioned Not Humanness, and a very deep loneliness.

Can Emma use telepathy on your character(s)? Absolutely on both.

Can she read your character(s) surface thoughts, if they're apparent in bracket tags? Conrad, yes. Snape is an Occlumens (mind-shielder) and his thoughts are forever blocked.

Can she, if it comes up in game, read your character's deeper thoughts? Yes on Conrad, Snape will be blocking his.

If this is a yes, is there anything big and glaring it would be impossible for her not to notice when diving into your character's mind? (for example, any intense trauma) Whenever Conrad is thinking, there is a huge, huge hunger for blood, as the vampire keeps himself half-starved.

Well, that her mind isn't technically her mind, that's a big one. That her consciousness was created in a computer and isn't the original to her body. Her persona was never in anyone else's, but it's not the one she was born with.
