At least mine seems to have defaulted to off, and I have no plans of connecting those accounts. I can understand crossposting for, y'know, posts, but comments? wtf?
Cross-posting isn't available as an option on flocked posts, only on public ones - at least, as I understand it. The buttons do show up, but they're greyed out. (If I'm wrong on this, someone please correct me.)
There's nothing automatic about it - you have to specifically connect your accounts, and enable cross-posting. Nothing is cross-posted anywhere unless you tell it to be. So I really don't see any privacy fuckery here.
My issue is that if folks who are reading my LJ comment, and have cross-posting enabled, then their comments to my flocked posts will be cross-posted. People won't be able to read the post, but the comment will still be out there.

Since I'm not willing to link my twitter/facebook ids to LJ to test, I have to go with what other folks are saying.
(Also, I've just checked - for me (who has not linked anything,) the boxes are greyed out on both flocked and public posts.)
