Only if they visit that journal directly, and only if that journal-owner allowed that ad to go through in the first place.
Basically, this is like the LJ homebrew version of the Google ads that you might see on some journals, only with the journal owner having total control over the content of the ads.

Thank you for the explanation, Mark!
As snapelike already pointed out, not (only) the opinion of LiveJournal owners who decide to show these ads should be taken into account, but also the ones of paid/perm account owners who may not wish to see these ads at all.

Seriously, I hope this feature dies before it can cause a shitstorm of epic proportions...
