Much like Brax, she is splintered in the sense that she has lived through multiple histories (although nothing as crazy as he has lived through), and she has experienced various levels of psychic hijacking, from attempts to rewrite her history and personality to being possessed to a Mary Sue extrusion (which is pretty much exactly what it sounds like), to falling prey to heavy psychic suggestion and things. There are probably other things too that I'm missing, but pretty much, she's had her fair share of encounters with psychic style things.

He's very much been raised to think magic is evil, and psychic abilities would qualify as magic for him. He's also been love whammied and lost his free will to the point he allowed himself to be drowned, which I'm not sure how much that counts as psychic, but...

Since he's half Time Lord there may be some residual psychic ability still left there, although it's nothing he is consciously aware of, although he can still sense the TARDIS and communicate with her.

♥ Is there anything about your character I should know in relation to interactions with a psychic? He has a very colourful inner-mind theater which runs away with itself. Also, while he is good at reading other people a lot of the time and he can understand others, he is fairly fail at understanding his own thoughts and emotions. So a lot of the time he isn't aware of how he really feels, and covers up his true feelings. A lot of times this is to protect the things he cares about, although even he isn't aware of this (see his "fatherly" feelings towards Haruhi). So if she were to reveal to him some deep truth about him, his response would pretty much be "Huh? I don't know what you're talking about." (Poor Kaoru knows this well).
