Giving this character a kiss?: Go ahead, but he's kind of a prude, so expect blushing, flailing and indignity unless he's into you/dating you/ect.
Badtouching: Sure, but he probably won't be cool with it, and if you're acting too aggressive, you might find yourself paralyzed, restrained, or beaten. He's not weak, and he's not going to just let a stranger fondle him.
Lovers: I don't see any reason why not.

Easiest way to get on his good side: Just talk to him politely. Kira is a nice guy, and he tends to be lenient on people and easy to get along with.
Easiest Way To Get On His Bad Side: Hurt someone he cares for, or an innocent in general. Also, he doesn't have a strong amount of patience for assholes. If you're the type to make fun of the disabled, pick on school kids, or cause crimes, you're not going to stay on his good side long.
