Grrr. My apartment complex is going to a flat rate utility billing system, so my water/sewer charges are going from about $5.00 per month to $40.00 a month. I'm not happy. I just wrote an email to the complex manager - not that it will do any good

That's price gouging. I can't imagine yours will be the only complaint they're getting.

IT IS! I'm meeting with the complex manager next week. He sounds open to negotiation.
