I didn't really make a list of New Year's resolutions this year. But I have had something of a list in my head. I've also been keeping a mental list of places I ought to visit in London. And I keep on meaning to actually get them in writing, if only to cross things off them

do we know why we cant have opera glasses yet?

I just found this post while looking for something else, so here's the reply I got from the House of Lords Information Office (in April 2006):
Thank you for your email.

We are very sorry for the delay in reply.

It has been difficult trying to track down the reasons why opera glasses
are particularly forbidden. It probably will have some sort of
historical reason as to why they are banned due to security reasons. We
are currently waiting for our Record Office to come back to us

Unfortunately, rules to visitors entering the Palace are not available
on our website.

Black Rod is responsible for the admission of strangers to the Chamber
and the precincts of the House and for giving effect to any orders and
rules that the House may make in this respect.

We will forward the findings as soon as we get them.
