The Tenant Resource Center is probably the first place you want to call: http://www.tenantresourcecenter.org/

No, it doesn't take $3000 to clean an apartment. Even at the rates they state they'll charge (I think my letter from WI Management said they'd charge upwards of $100/hour for cleaning).

It's small claims court. You don't need a lawyer; it's actually pretty easy to represent yourself there. Failing that, get a law student from the university to act as an adviser. Seriously, though, you're smarter than most lawyers and probably better at research.

There is a lawyer on the Tenant Resource Center website that does free consultations, so at the least, that might be a good idea.

Can't hurt to check. Just double-check what he or she says.

I have no advice on this matter. But good luck. That's slimy of your landlord, in any context.
