Character name: Shiki Eiki Yamaxanadu
Fandom: Touhou Project
Timeline: After the end of Phantasmagoria of Flower view
Age: Anywhere from a few hundred to a few thousand, though I'm assuming it's closer to the thousand range.
~*Magical*~ abilities and strengths: She has the ability to see in black and white, that is, in good and bad. She knows when something is good, and when something is bad. Of course, this is by Buddhist definition and not by simple morality. She can also see all the sins a person has committed in their lifetime using a special mirror, but it takes some effort and can be tiering to use it too much.
There is also the ability to conjure up a persons past sins and use them against them, such as bringing a mirror image of a person who will fight against them, or people who were wronged in the past being used to punish them. This is very rarely used, and is pretty much excluded to situations were she wishes to make a person reflect on themselves and what they've been doing. There's only one instance of her ever using this ability.
As a Touhou character she also has spell cards and can use danmaku. Her "bullets" take the form of the rod of remorse, the standard tool used to punish a soul after it's died. Traditionally the sin of the deceased is written on it. In the words of Yukari, she is stronger than Reimu, Yukari and Yuyuko combined.
As a yama Eiki is outside the confines of the reincarnation cycle, which makes her almost untouchable by most of the other characters. Her threat analysis is considered low though, as she has no intention of ever harming anyone, and her morality prevents her from causing harm. Since she is a creature of absolute balance and only does "right" as a judge, the full extent of her abilities are never seen. Though yama in general are considered a high level threat.
I have written more detailed information on her spell cards and none spell cards
here if necessary.
How would they use their abilities?: Generally she uses her abilities to try and help people. She will use her spell cards to try and "punish" people in order for them to understand the path they take and right their wrongs, but in general is not so quick to resort to violence. Other than that, she uses her perception of white and black to carry out sentences, or know how to correct someone who may be straying down the wrong path.
I can't see her using many of her abilities on ship unless a reason came up that would require her too.
Appearance:
Eiki has asymmetrical green hair, one side is past her shoulder while the other side is cropped to about ear length. She wears a blue government official style tunic over a white blouse with a black skirt and short frilly socks. One sleeve has a white ribbon tied around it, and the other one a red ribbon. The rest of her outfit also has red and white ribbons integrated into the design. Her hat is a variant of the crown worn by the Ennma, king of hell. There is debate as to her height, a lot of fan works depict her as quite short, while others depict her with very long legs. Her portrait in Perfect Memento is also hard to judge, as it's a perspective shot from above. Personally I judge her height on how she appears in the endings, as most the characters seem to be drawn in relation to each other. When considering that she's only a little shorter than Komachi.
Background/Personality:
Eiki was once a Jizo statue before she gained enough faith to be promoted to a Yama (Judge of hell). Her actions support her origins quite well, as she is a kind person who wishes to help others. She is optimistic, fearless and gentle, but she is also persistent. Since she is now a Yama, she knows the fate people are living towards, and what sort of judgments they will receive in hell if they were to die soon. Whenever someone is going down a bad path, she likes to go visit them and warn them. Usually this leads to a long winded and boring lecture. We see this behavior at the beginning of her scenario, where she travels around Gensokyo to ask those she's talked to before if they've been heeding her advice.
Though she means well, her remarks can be quite scathing, and she tends to embellish the punishment she says people would get if they were tried as they currently are. She does this with the hope that it will scare them into trying to be a better person. She sees nothing wrong with this, and can be quite stubborn in her practices, even though everyone else would like her to go away and shut up.
Her good nature and will to help people does not cloud her judgment though, all before her are judged by how they lived, and she takes no preference when sentencing. In these cases she is very stern and unmoving. She is also stern with her subordinate Komachi, and can be harsh, much harsher than with others. But this is because she wants Komachi to do better, and expects high standards from her. You could say she is harsher on her because she cares more. When she finds Komachi slacking off near the end of the game, she tells her she had higher expectations of her.
Ambiguity has no place in Eiki's world, things are one way, or another, with no exceptions. Due to this, grey matters make her a bit uneasy.
Most people in Gensokyo avoid her, especially the youkai. They don't like the idea of running into the yama which tends to leave Eiki very isolated, though this doesn't bother her at all. She still goes to people she feels need help, if they want it or not. This behavior makes up for almost the entire game, she goes from one place to another in search of different people to lecture in order for them to avoid a bad sentence when they die. And though she needs to be forceful with everyone (since each encounter leads to a battle) each one changes just a little bit for the better after she leaves.

1st person sample:
The entire destruction of a.... Whoever is responsible for this is clearly on the path to hell! All the karma in the world could not change that verdict, even if it was negligence or an accident. The weight of so many lives, of so many things gone is too severe. If I were to be their judge I would surly have them relive each life lost, from every person, woman, man and child, to all the flowers, animals, trees and insects of nature. This is a crime beyond crimes, it's a crime that is abnormal.
[There is a small pause.]
If there is no Hell, and no Higan, I'm not quite sure what I'm suppose to do here....
[Her tone was obviously full of unease.]
If things are able to continue, there is still a cycle, so even if there is no Hell, and Higan is gone, there is still a system to uphold. I will not let a small anomaly cloud me of my duties, even if I must take on temporary duties in the meantime.
3rd person sample:
Eiki was having a hard time accepting this news, the world was gone? Gensokyo, Hell, Higan, the outside... all of it was gone? So many lives, and where would they go? How would they be judged if there was no Hell? That meant her own role in things was severely changed. What was a yama without their courtroom?
No, just because landscape may have changed, didn't mean the wheel stopped. The cycle of life and death always continued, and with that cycle the sins of the living still needed to be judged before they could take the next step. This was just a bit of a set back in that regard, things would get sorted out soon enough. But... a new new hell?
She leaned back in the chair she was sitting in. The information given to her sitting before her. The simplest thing to do would be to consider this an extended vacation until there were good working conditions. But, if she sat around waiting those conditions might never be met. No, she would have to work it out herself, at least for now. Even if she might not have souls to put on trial, she could still try and help those on this ship from falling to a dark path.
"There is a lot of work to do, I should get started as soon as possible."
