I'm not gonna argue that. But his crimes were all in Kanto, so we can't actually do a citizen's arrest unless he's in Kanto too.

Why would Giovanni be looking up himself, though? Not that I don't think it was him. It totally was. I mean, who else could it be?

Maybe Silph knows something about him that he doesn't want people knowing. Maybe they found out where he's hiding and tried to blackmail him or something!
