That’s wasn’t his plan. His plan was to push for a meeting and have his team kidnap/kill the masked man. He also had a back up with the tracker so when things went to shit in the car he switched to plan B without knowing that they took the tracker out.

Yeah, I just stayed up till 3am watching because I have no self control in the face of Netflix yelling me "only two episodes to go". Had I known it was going to be a cliffhanger I could have had an extra few hours sleep.
