I think the Constitution should have been more clear in Congress's ability to war war. It should have been clear that it also meant an army had to be raised to wage war. This way the President can go willy-nilly with the army as it stands regardless of what Congress is doing.

Have you seen the documentary "Why We Fight" ?

Interesting, and more than a little depressing. Its based on Eisenhower's farewell address, where he warns us against the military-industrial complex.

Yep, the answer's what you think it is. We fight because it makes some people a lot of money.
