The only possible reason for having Foreman taking lead on this case - and subsequently acting like a complete and utter prat- was to demonstrate how much better Chase is at this sort of thing than he is.
Yes, it should have been a Chase ep. Since they've gone out of their way to make sure practically every episode with a kid in it shows us how good he is a bonding with them, the only reason I can possibly think of for giving Foreman this one and then having him behave so badly is to re-emphasize how differently we all expect Chase would have handled things. I just can't figure out any other way to read it. Besides, if Chase had handled the child well, there wouldn't have been an opportunity for House to come in and deal with him better. *g*
