When do the kidnappings happen?
Sign-ups will be sometime this week; aside from pre-arranged ones, no one should go missing before the 28th of July.
When will the evacuation opt-out occur? During the time of the freeze, or is it simply the opting-out character's choice when they feel they should bail out?
This would be resident-dependent and just an idea; so it will happen whenever your characters decide, should they choose to go with an evacuation plan.
Will they be able to contact people outside the Safe zone via journals? Or are they just gonna be kinda in their own little camp?
Again, up to you!
Will the usual safe zones be available for this plot? (TARDI, Caritas, etc)
As far as I know! It's more a question for the muns that control the safe zones/made them :)
