"Varying levels of intelligence" yes. KG overheard it, I think. Makes me paranoid because I know I'm not as quick as some people when talking to people face to face. All the clever stuff comes into my head on the bus ride home (1 hour 15, if you get the 1/4 to 5 bus, fyi).
She didn't say I should be more like other people in the actual review - it isn't written down. But she said I should watch how Ms P does it and copy that, and to avoid being like someone else (who she also mentioned by name) because that person was too blunt (for her liking.) I think often you NEED to be blunt, it's better than being vague, for sure.
Oh I do! I think we react the same way to being told off (I'm not crying, my eyes are just a little sweaty today!) and we both have the incessant need to People Please! It must be a family trait, Cathay suffers from it as well. I think we should take Ellen's advice and wean ourselves off the Need For Approval, go on the patch or something!

She sounds like she has absolutely no insight into her own thoughts and behaviour. Ugh. And stupidly head in the sand about the evac point. VITAL INFORMATION regardless of our earthquack situation. Especially for a govt dept.
You already know the problem here - she's easily threatened. This really isn't about you so much as it's about her insecurities and her inability to lead and manage. Talking to your manager is a good idea, and I hope it goes well. In my experience, though, the inept seem to excel at middle management, so you may be stuck with her and her sub-par leadership and unconstructive and unfounded criticism for some time. Play the game and go along with her to her face as best you can, but take what she says with a large pinch of salt. <333
