Happens all the time. I can't tell you how many "fled the scene" calls I've been on. Usually it's illegal immigrants afraid of getting caught.

1) ETOH (aka drunk). Also known as "It's 2 AM they must belong there . . . "

2) unfamiliar with American law. In Mexico, you flee the scene because if the police find you anywhere near the car, you are hosed. Very different legal system and culture. What is expected south of the border becomes a wobbler / felony (hit and run, etc.) here.

The "buh?" was primarily due to the amount of damage to said vehicle, implying that either they were in EtOH rag-doll mode, or they ran while pretty banged up. :-)

They'll try to run no matter how fucked up they are. I don't do foot pursuits, but I've had plenty of them "escorted" back to the scene by bystanders because they couldn't get very far with their injuries.

But it's amazing how many people walk away from a car that's been bottle-capped. Kinetics is a funny thing.
