Bike wheels come in two main flavors for road bikes: 27 inches and 700c. I've been putting together my project bike and I bought a new rear wheel. I tried to put my 27 inch tire and tube on the back, and it was too big. I'm building myself a fixie. I had lots of old bike parts from my broken bike, got an old Peugot with a nice fixie-fiable frame and all the other acoutrements for $50, and bought a fixed gear hub/rear wheel/gear, and have been assembling it all together into a fun frankenbike.
