Give him a package deal. You'll create a site of up to x number of pages for $x. $1300 seems a little low to me, considering that your wife's employer may or may not be prone to micro-managing the design. Most professionals put together a couple of "looks" for the client to choose from. This also gives the client a legitimate window to ask for changes, etc.
Maintenance should be done by someone on-site. You should set it up so that it's easy to update the information. Maybe your wife could do this. You will sleep easier if you are not in the maintenance game.
