He laughs; the sound is pitchy and manic, harsh to listen to, and when he approaches he isn't wearing the asymmetrical red-and-black jacket this one is probably used to seeing. He's left that elsewhere, though what he does have on are the usual things he has underneath it, the long sleeved-shirt and pants, all in black; the only obvious splashes of color are his hair and the odd splash of blue at his hip, a piece of fabric tied to his belt like some sort of odd scalping trophy.
At the same time he's recognizable enough. And he's very, very happy with what he sees; the laughter dies when he stops in front of the newcomer, though his eyes are alive.]

He'll eye that blue fabric tied around Maxie's hip, but return his attention to his face moments later. It might be best to be on guard is this guy was a weird as Maxie had told him. You're kind of creepy, sir.]
Yeah, I am Commander Tabitha... sir. [He wasn't quite sure how to talk to this one. His working relationship was pretty secure with the other one, but this guy seemed pretty unhinged.]
