Hey, I'm interested in joining this game (looks awesome), but I have a question (and I was looking for your AIM but couldn't find it). May I play Cyrus/Akagi? I'm fairly reliable and have been playing him at another community for a while (though I recently took a hiatus due to school and then returned).

There is the possibility that you'll be able to play him, but not as a first character. We don't allow people to play Gym Leaders as their first characters due to the fact that they'd have a lot of responsibility ICly and OOCly, and we feel that Cyrus is several steps above Gym Leaders in terms of importance of the game. Furthermore, his absence at the start of the game is pretty important to the plot. If you apply for a different character and you're active and good at plotting, we might contact you if we want to bring Cyrus into the plot.

Problem I'm noticing... You allow for Pokémon Rangers, but you also force players to start in a town.

Those two... don't really go together, since Rangers spend all their time out in the wilderness. Is there any way a Ranger character could start near a town without being in it?

The town restriction is simply in place to ensure that characters aren't spread too thin across the region, which could prevent them from interacting with and logging with others. It is perfectly fine for rangers to start in and spend most of their time in the wilderness and routes near the town.

WHY YES, I ASK A LOT OF QUESTIONS

Where in the timeline do you consider Colosseum and XD to be? I'd like to make some references to Shadow Pokemon in my app, but if this whole thing takes place before the Orre games that wouldn't make any sense, and there's really no canon placement of those two.

In our current timeline, we've decided that XD has happened a few months before game start, and Colosseum happened five years before that.

We're using the anime/Pokemon Special timeline, so the generations occur in chronological order. The events of R/S/E occurred a year or so after G/S/C but a year or so before D/P/Pt.
