It was probably just one of those Windows "accessibility features" where if you hold down a key for a few seconds it automagically assumes you have The Palsy and adjusts your computing experience accordingly. By the time I got there it had "fixed itself".

Strange... I think I turned all those things off. Though I did find out that the scroll wheel on my mouse does forward and back in the browser when I'm holding shift and trying to scroll. Kinda silly...
