There are plenty of ways to get on. Walking onboard appears to be the simplest.

They don't care who gets on. It is merely that no one is allowed to leave, once boarded.

Well, there's been talk of getting supplies to you lot. And I'm trying to think of ways the train could be stopped, but I don't know how that could happen without risking everyone inside.
