A tale of two flat owners

You may remember that the flat opposite ours was recently renovated. It was rented out but owned (technically still is, as I don't think it's officially sold yet) by a senior person in EBS - a prominent building company in Glasgow, and he was doing the renovations using his own staff during downtime. On the one hand: good for you, stick to your guns! You're clearly in the right and he has behaved awfully.

On the other hand: how much trouble and stress is this going to mean for you and would you pay £200 to avoid it?

I have thought on exactly that dilemma. What I think I'm going to do is reply to the factor saying that if I receive a personal letter of apology from the man concerned for the inconvenience his work caused and the way he spoke to me, I will pay the bill. Make him eat a bit of humble pie.

if they didn't win the tender don't see how they can expect to be paid. I agree that the factor isn't being particularly professional either.

By their example, you could put in an invoice for cleaning the close (even if you didn't do it properly, without being asked) then expect your neighbours to pay up!

I wouldn't pay, and would also be questioning (pursuing a claim against?) the factor about why they have decided to act on behalf of this person against the wishes of the other people in the block.
You might want to draw the matter to the attention of Patricia Ferguson MSP and Mike Dailly, who are campaigning for the introduction of better regulations around factors.

He neither won the tender /nor did the work/. He therefore has no right to bill you for it. Plus it sounds like the sort of tactic he'll try to pull again. You're in the right, so good on you. Have you got any of the other owners on-side?
