Argh! My laptop fan seems to come on at jet engine levels when the thing gets hot, but then never cools off. At least, that's how it started. Now it seems like I open too many programs and it takes off. Also, it gets hot when you do silly things like close the screen

Nothing integrated into Windows. Your laptop manufacturer might have a utility that can pick up temperature measurements from sensors on the motherboard.
