I would suggest a notarized letter from halfabee and you giving your mother permission to travel with your mom in Canada, and also, potentially more importantly, to obtain health care for him in the event that he needed same (it does not need to be temporary custody). mycrazyhair may be able to notarize the letter for you (I'm not sure if she has a seal).

We used to get ours notarized but haven't bothered in the last few years. Like the one in halfabee's link, it just says that my son is traveling with his father with my full knowledge and consent. It also specifies the dates and locations of the travel.
We do this because we're divorced, but the latest recommendations I've seen say that any parent traveling with a child, and without the other parent present, should have such a letter.
I hadn't thought about cholesterfester's point about mentioning health care, but I'm sure you've already realized that your mother should have C's original health card with her, and a photocopy of his birth certificate.
