Actually I've done that. I walked up to some random woman who I met in Mass, and told her that I thought that she was beautiful, and I turned and walked off.
She stood there floored without reaction.
It's not often that people get the blunt brutal honesty and have it be something plesant, and then to have the person walk off. I did it that way because I certaintly wasn't trying to hit on her.
The commercials are horrid, but more of the cause is the whole PC thing. So really you need to blame the 90's. Before that kids could be kids and chase each other and talk about underwear, etc. Now if kids try that then they are suspended.
That being said, some times you have to just take a chance. If you don't take a chance, then nothing will happen.
In the immortal words of a friend of mine back in Canada, "Pull it out! Show her what you want up front."

Though I think that Mass would be what I consider a "Safe Zone"

We were waiting for the same bus.
Some I could have walked away but would still seem to be "stalking" while we waited for the bus and after we got one.
