Okay, so I just handed up a proposal that brought the IT budget to just a hair under $300,000.

Per year.

Hardware, software licenses, and support contracts. No end-user systems, no contract extensions, and no bandwidth/datacenter costs.

$15 -- Duct tape.

I'm guessing your budget is based on having Nice Things that Work Right, instead of cutting corners that shouldn't really even be considered corners (considering they're structural... like retaining walls).
