Random cat factoid: most cats don't get a reaction off oc catnip 'till they'refully grown: about a year to a year and a half old. Mine were like this, though I have to say that Kassie is a "kittie-crack" junkie now that she's able to get a reaction. You should see the little "dance" she does when I get the catnip package out of the cabinet. It's hilarious!
