I think it might be more correct to say that the total energy of the universe is constant. That's because matter is a particular manifestation of energy, rather than the opposite.
But, to be honest, we don't really know that yet. We suspect it strongly, but don't really know it yet. There could be energy bubbling into or out of the universe by some odd mechanism, but it's pretty unlikely by our observations thus far.
