He wasn't a tool. He was a living example of no good deed going unpunished. As he tries harder to make things right, he only ever ends up worse off than he started. Only after he was left with nothing and is in a vulnerable state does he let the joker influence him.
It wasn't just the Joker. It was the mayor who couldn't see the logic in his tactics, the citizens he fought so hard to protect who lost patience with him, and the very apparent aesthetic reminder that the world just shat on all the good he tried to do. The joker just caught him at the right time.
harvey represents, and has always represented, the dangers of being too much of an idealist. he was always willing to go further for what he felt needed to be done. thats the tragedy of harvey dent, he's good, and he wants good for everyone else so much so that he's willing to do whatever it takes. and that means whatever, even when those methods are outside the realm of what most would call right.
