The bugs are there because this week we had kind of an... invasion. Apparently someone trained all these bugs to kill on sight or something before setting them lose, and they did a lot of property damage and plenty of people were injured... but most trainers' pokémon are stronger than those.

Hence the steamrolling.

Yeah some asshole decide he needed to spend a bunch of tormented bugs on the populace while he went to rob a store. [I'm going to get that asshole]. It was kind of a kill or be killed kind of situation. But their not dead just knocked out.
