The quadricycle is real, but unfortunately not made out of a hoop skirt. :(

Perhaps not a hoop skirt, but if I could drive it down the street while brandishing and occasionally firing my Neuroblastoma Pistol then that one will do. I think more contraptions need to come equipped with steering levers.
