If she's any sort of a danger in emergencies, I'd say that, right there, is worth her departure...extra body or no.
Aside from that somewhat-ethical concern (which is somewhat mitigated by the good she *might* to in the interim), I'd say she's to blame completely, if she's ignoring the calls to improve.
I mean, something gets mentioned to me, I address it... It's usually for a good reason. If I were to ignore it, they'd be justified in taking action. Doesn't matter if someone had tipped them off or not...if it's an issue, it's an issue.
Well, I and the rest of the NPs I work with could and should have been much more explicit in categorizing her deficiencies and in giving her concrete suggestions on how to improve. That may have helped. She was very much surprised when our boss told her that things were in such a state that she should resign gracefully. Part of that is her fault- she was definitely ignorant of the undertone of what I and the others were telling her. But, part of that was also likely our fault- we were not absolutely, unequivocally clear that it's time to shape up or ship out
