Probably. That's nothing new... They make it hard to keep track of who is really missing and who managed to find the exit.

I just remembered something! Dead people end up in some other place right? Is there anyway we could check if it's had any new arrivals lately? The Magisters seem to always know when there's people in there.

Yeah, they'd know. They'd probably even tell you if you ask. Still doesn't account for anyone kidnapped or lost in one of the red zones, but that doesn't mean they won't show up there eventually.
