And Rod's right - my question was, given that this is San Francisco, and the police seem to exist solely to mop up the aftermath, is spending 4-6 hours screwing with paperwork that won't change their (the PD's) behavior worth the hassle?
If I thought it would do any good, I'd advise otherwise. But I don't. SFPD is as useless now as they were in 1993, when I had to put MY troops on Market St. to make sure that Worldcon attendees weren't being systematically mugged whilst party-hopping.
